(a) There is hereby established a sewer service charge, beginning July 1, 2012, for each premises served by the municipal sewer system for the use, maintenance and improvement of the service supplied by the municipal sanitary sewer system, as follows:

(b) The rates and charges established by subsection (a) shall be paid on or before August 15 of each calendar year, and if not so paid, shall be certified to the Fiscal Officer and Treasurer of Cuyahoga County, Ohio, and shall thereafter be collected in the same manner as other municipal taxes for that year.
(c) Residential, nonresidental and commercial users receiving services from the Northeast Ohio Regional Sewer District shall also pay any charges associated with such services in addition to the rates set forth in subsection (a).
