Sec. 3. TREASURER.
   The Treasurer shall be the head of the Finance Department and the fiscal officer of the Municipality. The Treasurer shall be appointed by the Mayor, subject to confirmation by a majority of Council, and shall serve until his/her successor is appointed and qualified. The Treasurer shall serve the Mayor and the Council as financial advisor in connection with Municipal affairs.
   The Treasurer shall examine all payrolls, bills and other claims against the Municipality and shall issue no warrant, unless the claim is in proper form, correctly computed and duly approved, is due and payable, and an appropriation has been made therefor; and the Treasurer shall perform such other duties consistent with the office as the Mayor or the Council may request.
