Sec. 5. GENERAL ORDINANCES.
   The Council shall by ordinance make provisions for:
     (a)   The time and place of regular meetings of the Council and the provision of notice of such meetings, including identification of the method to access, hear and observe any such meeting in which electronic technology or videoconferencing will be utilized as provided in Article III, Section 4;
   (b)   The method of calling special meetings of the Council and the provision of notice of such meetings, including identification of the method to access, hear and observe any such meeting in which electronic technology or videoconferencing will be utilized as provided in Article III, Section 4;
   (c)    The form and method of enactment of its ordinances and adoption of its resolutions;
      (d)    The method of giving public notice of the enactment of its ordinances and adoption of its resolutions, and of any other of its acts or proceedings which it deems proper to publish;
   (e)    The procedure for making public improvements and levying assessments, including the procedure for combining two or more public improvements, and the levying of assessments therefor, in one proceeding if the Council finds that it will be economical and practical to undertake such improvements jointly;
      (f)    The advertising and awarding of contracts;
       (g)    Such other general regulations as the Council may deem necessary, including regulations as to the custody and use by the Clerk of an official seal;
   (h)    Regulations and procedures authorizing Village boards, commissions, or other Village public bodies to meet or hold hearings either in-person or by the use of teleconference, videoconference or other electronic technology, or any combination of in-person attendance and attendance by use of such electronic technology, and authorizing the members of such bodies to attend, participate, deliberate, vote and take other official action in such meetings or hearings, consistent with the requirements of Article III, Section 4 applicable to Council, and the provision of notice of such meetings including identification of the method to access and hear or observe any meeting or hearing in which such electronic technology or videoconferencing will be utilized.
