(a) No person, except in case of fire or unless duly authorized to do so by proper public authority, shall open, tamper with or use water from any fire hydrant or water main tap connection.
(b) No person shall place or cause to be placed any building or other material or obstruction of any kind within seven feet of any fire hydrant.

(c) Whoever violates this section is guilty of a misdemeanor of the first degree.
