The Council shall consist of six members, elected at large for a term of four years beginning on the first day of January next following their election. Four members of the Council shall be elected at the regular Municipal election in 1973, except that the one receiving the lowest vote shall be elected for a term of two years only. Every fourth year thereafter, three members of the Council shall be elected at the regular Municipal election and three members of the Council shall be elected at the regular Municipal election in 1975 and every fourth year thereafter.
