The Municipality shall have the same boundaries as exist on the effective date of this Charter, with the power and authority to change its boundaries in the manner authorized by the laws of the State of Ohio, except that no territory shall be detached from or annexed to the Municipality, nor shall the Municipality be annexed to, or merged with, any other body politic, nor shall the corporate existence of the Municipality be terminated, without the consent of the Council of the Municipality and of a majority of its electors voting on such question at a general election.
