Nothing contained in this chapter shall require any change in the overall layout plans, construction size or designated use of any multiple dwelling development or building or structure or part thereof for which building permits have been granted prior to the enactment of this section and construction has been started prior to the effective date of this section; nor shall these provisions affect any subdivision having received final approval by the Planning Commission under existing Subdivision Regulations and such plat having been recorded and building permits issued, provided, however, that no changes in the preliminary plan and final plan, as approved or introduced by the subdivider or builder shall be made.
