The purpose and intent of this chapter is to set forth minimum standards relative to multiple dwellings, and the requirements herein set forth are in addition to any other requirements that presently exist under and by virtue of the Zoning Code, the Building Code, the Subdivision Regulations and any and all other laws and ordinances already existing which regulate or affect in any manner the subject herein. In the event of a conflict between any of the provisions contained in this chapter and any other ordinance adopted by Council or any other administrative rules and regulations, the more restrictive shall prevail.
