(a) The maximum allowable hourly average sound level, emitted from any nonstationary and/or stationary noise source either singularly or in combination, shall not exceed the limits set forth in Table I for the respective categories of receiving zoning districts. The actual sound level shall be determined during any measurement period which shall not be less than sixty consecutive minutes and shall be measured.

(b) New Structures and Development. Prior to the approval of a zoning change, the noise impact of the zoning change may be reviewed by the City Engineer or his designee, identifying existing and projected noise sources and their associated sound level. Such review shall include, but is not limited to nonstationary as well as stationary noise sources. Adequate control measures may be required to mitigate the impact of those identified noise sources to effect compliance with this chapter.
(c) Existing Structures and Development. When the City Engineer determines upon consultation with qualified experts as set forth in Section 1313.01(a)(7) that a public health nuisance exists with respect to noise emitted across a property boundary, he shall determine the necessary degree of compliance with the provisions of this chapter based upon technical and economic feasibility and net environmental benefits.
(d) Correction for Ambient Conditions. Where the ambient noise level influences a measurement at a property boundary, such noise will be accounted for by applying the following correction factors:
