Subject to any rules and regulations of the City Manager adopted pursuant to Section 923.03, an owner, occupant or person in charge of premises may, by prior appointment, schedule a special collection of residential waste by the City by contacting the Street Superintendent. A "special collection" means any collection other than one scheduled by the City Manager or his designee. A fee of fifty dollars ($50.00) shall be collected by the City for each load of waste picked up by the City during a special collection. A "load" means a five cubic yard dump truck or part thereof. No owner, occupant or person in charge of premises shall place any waste materials or vessels or containers containing waste materials in their yard or in public view earlier than twenty-four hours prior to a scheduled special collection.
