923.03 SUPERVISION; RULES AND REGULATIONS.

It shall be the duty of the City Manager to supervise the collection and removal of all waste within the City. Upon consultation with the Service Committee of Council and with the consent of a majority of Council, the Manager shall make all necessary rules and regulations governing the same.
