No person except duly licensed landfill operators shall bury any waste materials, or throw or leave the same in or upon any street, court, lane, alley, public square, public enclosure, vacant lot or in any pond, stream or body of water or branch thereof, within the limits of the City. However, on the days scheduled by the City Manager for the collection of waste, the containers or vessels containing the same, may be placed on the premises in compliance with Section 923.05.
