(a) It shall be the duty of the owner, occupant or person in charge of premises to place or cause to be placed not earlier than twenty-four hours prior to or later than 7:00 a.m. on the days scheduled for the collection of waste from the premises, the vessels or containers containing waste materials in the yard in a readily accessible location so as to be easily seen by waste collectors. This applies to both alley and street collections. No owner, occupant or person in charge of premises shall place any vessels or containers containing waste materials or any waste materials not in containers or vessels in their yard or in public view earlier than twenty-four hours prior to a scheduled collection.

(b) Whenever the premises are not accessible to a street or alley or the placing of the vessels or containers for the collection of waste is by special difficulties, the City Manager or his designee may designate the place where such vessels or containers shall be placed for collection with the time limits herein above established. Thereafter, it shall be the duty of the owner, occupant or person in charge of the premises to place or cause to be placed, on the days scheduled for weekly and monthly collection of waste, the vessels or containers of waste, at or in the location designated by the City Manager or his designee within the time limits herein above established.
(c) In no event shall the waste containers, on the days scheduled for weekly or monthly collection, be left inside a garage or other building not freely accessible to the collectors.
