From and after the effective date of this chapter, it shall be unlawful for any person, partnership or corporation to operate or cause to be operated any taxicab, as the same is defined in § 111.01 of this code, upon and over the streets, alleys or other public highways of the town unless such person, partnership or corporation shall have first obtained a license to do so and shall have in other respects conformed to the provisions of this chapter.
