§ 51.03 REMOVAL OF LID.
   It shall be unlawful for any person to remove the lid from or uncover any can or container or to open or untie any sack or bag or box or other container while such can, container, sack or bag or box or other container is positioned upon a town street, alley or other public way awaiting collection or disposal.
