A motorized bicycle may not be operated under any of the following conditions:
(A) By a person who is less than 15 years of age;
(B) By a person who has not obtained an identification card under I.C. 9-24, a permit under I.C. 9-24, an operator’s license under I.C. 9-24 or a chauffeur’s license under I.C. 9-24;
(C) On an interstate highway, town street or sidewalk; and/or
(D) At a speed greater than 25 mph.
