The Township of Montrose finds that the activity of solid waste collection and transportation can have a substantial adverse impact on the public health, safety, and general welfare of the residents of the township. The township further finds that, in order to protect the health, safety, and general welfare of the public, and to prevent nuisances, it is necessary to regulate the collection and transportation of solid waste and to require any person engaged in the activity to do so only after first having obtained a license from the township.
