Any person or entity who fails to comply with § 93.02 shall be liable to and shall pay the township for the costs and expenses incurred by the township, including any costs paid by the township to any party which it engages to perform any part of the abatement, cleanup, and restoration of the affected area. Costs incurred by the township shall include, but shall not necessarily be limited to, the following: actual labor costs of the township personnel, including compensation benefits, fringe benefits, administrative overhead, cost of equipment operation, cost of materials obtained directly by the township, the cost of any contract labor and/or materials and any legal fees.
