It shall be the duty of any person or any other entity which causes or controls a leakage, spillage, or any other dissemination of dangerous or hazardous substances or materials on any public or private property to immediately remove the leakage or spillage and clean up the area of the leakage or spillage in such manner as to restore the area involved to its condition before the leakage or spillage. If the person or entity fails to perform the cleanup, the township may do so, and may enter upon private property for such purpose, after first giving the responsible person or entity notice of its intent to perform the cleanup and to charge the person or entity for the cost thereof.
