(A) Within the city, no person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. Consistent with the foregoing, every person shall drive at a safe and appropriate speed when special hazards exist with respect to pedestrians or other traffic or by reason of weather or other highway conditions.
(B) Within the city, where no special hazards exist that require lower speed for compliance with division (A) above, the speed limit shall be 25 mph unless posted otherwise.
(C) Within the city, where no special hazards exist that require a lower speed limit than is posted, then the speed limit shall be as posted.
