(A) Storage in open view prohibited; exception. No person shall allow any motor vehicle not in running condition, or parts thereof, to be stored in open view in any residential area, except when said vehicle is being actively restored to operation.

(B) Service of written notice. Police officers in and of the city, or other persons authorized by the City Council, shall serve written notice upon the person storing or maintaining said vehicles requesting the person so served to remove said vehicle or show proof that he or she is actively restoring the same to operation within ten days of said service.
