The Chief of Police shall have the management and control of all matters and things relating to the Police Department, its officers and members. He or she shall have charge of all equipment, books, records and other property belonging to such Department and superintend the performance of all police duties within the city. He or she shall devote his or her entire time to preserving the peace, maintaining order and assuring the safety of the city and its inhabitants, and to this end, he or she shall execute and enforce all ordinances of the city and all orders of the City Council and the Mayor. He or she shall have authority subject to the approval of the Mayor to adopt such rules and regulations not in conflict with city ordinances as he or she may deem necessary and advisable for the Police Department, and he or she shall furnish the Mayor and Council with such rules and regulations. He or she shall take notice of all nuisances and impediments, obstructions and defects in the streets and public places in the city and shall remove the same or cause immediate notice thereof to be given to the proper officer, whose duty it may be to take action in relation thereof.
