Each Municipal department shall be headed by a full or part-time department head. The Manager shall appoint all department heads, subject to the advice and consent of Council by majority vote, except the heads of the Department of Law and Finance which shall be appointed directly by Council. All departments, except the Departments of Law and Finance, shall be headed by the Manager unless provided otherwise by Council.
