For the purpose of implementing the functions of the Municipality, the following departments are hereby established: Finance, Law, Utilities, Development, Engineering and Inspection, Fire, Police, Streets and Sanitation. The work of the departments of the Municipality shall be distributed among such divisions and bureaus as provided in this Charter and as provided by Council. Council may terminate departments and establish new departments and divisions of the Municipality, and shall define the powers and functions of organizational unit. Where the Council has not acted, the officers and employees of the Municipality shall have all powers and duties provided for similar officers and employees by the State law.
