The Mayor shall preside at all meetings of Council, but shall not be considered a member of Council. The Mayor shall have no vote in the proceedings of Council, except procedural matters where a tie vote results in an impasse. The Mayor shall be an exofficio member of all committees created by Council and shall, at the annual organizational meeting of Council, submit recommendations for President of Council and Council members to serve on committees of Council. The Mayor shall be recognized as head of the Municipal government for all ceremonial purposes, shall have the power to perform marriages and shall be executive head of the government for purposes of military law and as designated by the Governor. The Mayor shall have such additional duties as shall be determined by Council.
