(a) All meetings of Tree Commission are declared to be public meetings open to the public, except as otherwise provided herein. The Tree Commission shall, by rule, establish a reasonable method whereby any person may determine the time and place of all regularly scheduled meetings and the time, place and purpose of all the special meetings.
(b) The Tree Commission may hold an executive session only after a majority of a quorum of the Commission determines, by roll call vote, to hold an executive session which session shall be held at regular or special meetings or at a special executive meeting if scheduled in advance at a regular or special meeting. Executive sessions may be held for any purpose in the discretion of Commission. The purpose of such executive session may, but is not required to, be disclosed. Any formal action shall be taken only in an open meeting of the Commission and not during an executive session nor at any special executive meeting.
(c) Meetings of the Tree Commission consisting of less than a majority of members shall not be deemed “meetings” and, therefore, not subject to this section.
(d) The Tree Commission shall have the duties and rights as afforded to Council herein.
