111.04  OPEN MEETINGS.
   (a)   All meetings of Council are declared to be public meetings open to the public except as otherwise provided herein. Council shall, by rule, establish a reasonable method whereby any person may determine the time and place of all regularly scheduled meetings and the time, place and purpose of all the special meetings.
   (b)   Council may hold an executive session only after a majority of a quorum of the Council determines, by roll call vote, to hold an executive session which session shall be held at regular or special meetings or at a special executive meeting if scheduled in advance at a regular or special meeting. Executive sessions may be held for any purpose in the discretion of Council. The purpose of such executive session may, but is not required to, be disclosed. Any resolution, ordinance, or other formal action shall be taken only in an open meeting of the Council and not during an executive session nor at any special executive meeting.
   (c)   Meetings of committees of Council consisting of fewer than a majority of councilmen shall not be deemed “meetings” and, therefore, not subject to this section.
   (d)   Other Municipal boards and commissions, such as, but not limited to, the Planning Commission, the Board of Zoning Appeals, the Park Board, etc., shall be subject to this section and not the rules set forth in Ohio Revised Code Section 121.22 or any other existing statute or statutes enacted later. Such public bodies shall have the duties and rights as afforded to Council herein.
