Except as otherwise approved by the-Manager or the Manager's designee the time for placement and removal of garbage and recyclables for pickup shall be as follows:
(a) Trash, garbage, and recyclables must be set out for pickup at the curb by 7:00 a.m. of the designated day of pickup, but not sooner than 4:00 P.M. on the day before the designated day of pickup. Garbage and recyclables must be placed in the containers that the Municipality or an authorized contractor of the Municipality has designated for such purpose.
(b) Trash, garbage and recyclables and the containers designated for such garbage and recyclables must be removed from the curb and placed in an inconspicuous place by 10:00 P.M. on the designated day of pickup.
(c) The user as defined herein shall be responsible for complying with this chapter.
(d) The Municipality, through the Police Department or any employee of the Municipality, shall give notice to any user violating any provision of this Section 951.03 and, in such circumstance, such user shall within two hours, remove the garbage, recyclables, trash, and the designated containers from the curb to an inconspicuous area until the authorized time.
(e) If, after notice, the user does not comply with any provision of this chapter, such user shall be guilty of a minor misdemeanor. Each day that such violation continues shall be a separate offense. In addition, the Village may arrange for the pickup of such garbage, recyclables, or trash and bill the user for the actual cost of the pickup. The notice required herein shall be effective when delivered orally or in writing to the user or, if the user cannot be promptly located, then an adult occupant of the premises or, if no adult is present, then when posted on the premises.
