§ 30.03 MINUTES.
   (A)   The minutes of each City Council meeting shall be kept by the Clerk. In the absence of the Clerk, the presiding officer shall appoint a secretary pro tem. Ordinances, resolutions, and claims need not be recorded in full in the minutes if they appear in other permanent records of the Clerk and can be accurately identified from the description given in the minutes.
   (B)   The minutes of each meeting shall be signed by the Clerk, and copies thereof shall be delivered to each city councilmember as soon as practicable after the meeting. At the next regular meeting following delivery, approval of the minutes shall be considered by the Council, which minutes need not be read aloud, but the presiding officer shall call for any additions or corrections. If there is no objection to a proposed addition or correction, it may be made without a vote of the Council. If there is an objection, the Council shall vote upon the addition or correction. If there are no additions or corrections, the minutes shall stand approved as submitted.

§ 30.04 ORDER OF BUSINESS.
   (A)   Each meeting of the City Council shall convene at the time and place appointed therefor, and Council business shall be conducted in the following order:
      (1)   Call to order;
      (2)   Approval of minutes;
      (3)   Citizen comments;
      (4)   Reports of officers, boards, and committees;
      (5)   Consent agenda;
      (6)   Payment of claims;
      (7)   Ordinance and resolutions;
      (8)   Public hearings;
      (9)   New business;
      (10)   Unfinished business; and
      (11)   Adjournment.
   (B)   The order of business may be varied by the presiding officer, but all public hearings shall be held at an approximate time specified in the notice of hearing.

§ 30.05 AGENDA.
   The agenda shall be prepared in accordance with the order of business and agenda packet shall be provided to each councilmember. No item of business shall be considered unless it appears on the agenda for the meeting; but the City Council may, in its discretion, consider matters not appearing on the agenda.

§ 30.06 QUORUM.
   At all City Council meetings, a majority of all councilmembers elected shall constitute a quorum for the transaction of business, but a smaller number may adjourn from time to time.

§ 30.07 VOTING.
   The votes of the members on any question pending before the City Council may be by voice vote, standing vote, or in any other manner of voting which signifies the intention of the members; but if the vote is not unanimous, the names of those voting for and against the question shall be recorded in the minutes. If any member being present does not vote, the minutes, as to his or her name, shall be marked “present, not voting”.
