The city shall pay for the cost of all such repair from the annual budgeted appropriation for such repair. In the event any resident within the city wishes to replace any sidewalk adjacent to the owner’s property, the owner shall comply with §§ 96.15 through 96.20, and may be reimbursed for a portion of the costs of such sidewalk replacement if:
(A) The owner strictly complies with the provisions of this code;
(B) The repair meets all specifications required in advance by the Superintendent; and
(C) The City Council determines in advance that sufficient funds exist for such reimbursement.
