§ 91.20 RABID ANIMALS; HARBORING; RUNNING AT-LARGE.
   No person shall harbor any dog, cat or other animal affected with rabies or suffer them to run at- large within the city. It shall be the duty of every police officer, Shelter Keeper and his deputies to kill any animal found to be so infected, if it has not bitten anyone.
