§ 91.99 PENALTY.
   Any person violating this chapter for the first time, shall be given a written warning thereof by the Animal Warden or other law enforcement officers of the city. Any subsequent violation of this chapter, of any kind, shall constitute an infraction and subject such person to a fine of $25, in addition to all other fees and costs imposed by this chapter.
