§ 73.31 OPERATION OF SNOWMOBILES ON PUBLIC HIGHWAYS, STREETS OR RIGHTS- OF-WAY.
   A person shall not operate a snowmobile upon a public highway, street or right of-way of the city in the area bounded by Harrison Street on the south, North Street on the north, Railroad Street on the west, and Bluff Street to the east except under the following conditions and circumstances:
   (A)   When entering or exiting the city, the operators may use Bluff Street.
   (B)   A duly constituted law enforcement officer of the city may authorize use of a snowmobile in any area of the city on public highways, streets and rights-of-way within its jurisdiction during emergencies when conventional motor vehicles cannot be used for transportation due to snow or other extreme conditions.
