(A) Preparation of solid waste. Solid waste shall be carefully drained and securely wrapped before it is deposited in a toter.
(B) Location of containers. The city’s authorized collection agency shall collect all solid waste on scheduled collection days, provided such solid waste containers are placed at the proper pick up location as prescribed by the Monticello Street Department and prepared in accordance with this chapter. Except on scheduled collection days, all toters must be stored in an inconspicuous location on the property. It shall be unlawful to store any toters next to the street. No residential or rental property owner will have a solid waste container larger than a 64 or 32 gallon toter located on their property, unless the resident purchases additional toters and contracts with a collection agency for collection for such additional collection.
(C) Commercial. All commercial dumpsters must be placed in an inconspicuous location on the property. If this is not feasible then 64 or 32 gallon toters must be used and placed in an inconspicuous location on the property except for days of pickup.
