(A) The sponsor of a special event who accepts a permit thereby consents to the formation of a contract between the sponsor and the city for payment of costs for the provision of city services and equipment as set forth in division (B) of this section.
(B) The sponsor shall pay to the city, within 15 days after the conclusion of the permitted event, the direct and reasonable costs incurred by the city as required to provide for the cleanup of the property if that service is not performed by the permittee as required in § 116.06. Additionally, the amount of the payment required shall include compensation for loss or damage to city property.
