§ 111.030 LICENSE REQUIRED.
   No person, firm, corporation, partnership, club, organization, or enterprise shall sell, expose or offer for sale at retail in the city any alcoholic liquor unless he, she, or it shall first apply for and obtain from the Local Liquor Control Commissioner a license to do so, and alcoholic liquor shall not be sold in violation of the provisions of the license.
