§ 111.016 POWERS.
   The Local Liquor Control Commissioner shall have the following powers, functions, and duties, with respect to licenses issued by the Commissioner:
   (A)   To grant all licenses and permits as provided in §§ 111.030 et seq. to persons, firms, corporations, partnerships, or clubs or premises within his or her jurisdiction;
   (B)   To receive license and permit fees and pay them forthwith to the City Treasurer;
   (C)   To receive complaints from any citizen within his or her jurisdiction that any provisions of the Liquor Control Act being ILCS Ch. 235, Act 5, this chapter, or any rules and regulations adopted pursuant to either, have been or are being violated and to act upon the complaints in the proper manner;
   (D)   To examine or cause to be examined under oath any applicant for a license or permit or for a renewal thereof, or any licensee upon whom notice of revocation or suspension has been served, and to examine or cause to be examined the books and records of the applicant or licensee, to hear testimony and take proof for his or her information in the performance of his or her duties, and, for that purpose, to issue subpoenas which shall be effective in any part of this state. For the purpose of obtaining any of the information desired by the Local Liquor Control Commissioner under this section, he or she may authorize his or her Deputy Commissioner or hearing officer to act on his or her behalf;
   (E)   To enter or authorize any law enforcing officer to enter, at any time, upon any premises licensed or permitted herein to determine whether any provisions of the Liquor Control Act, being ILCS Ch. 235, Act 5 or this chapter, or any rules or regulations promulgated thereunder, have been or are being violated, and, at that time, to examine the premises of the licensee in connection therewith;
   (F)   To suspend for not more than 30 days, or revoke for cause, any license or permit issued under this chapter for any 1 or more of the following reasons:
      (1)   Violation of the laws of the United States, the laws of the State of Illinois, rules and regulations of the State Liquor Control Commission or the Commissioner, any ordinances or resolutions of the City of Monticello, or the conditions applicable to any license or permit;
      (2)   Knowingly permitting, without protest, any violation of this chapter or any disorderly or immoral practice upon the premises licensed herein;
      (3)   The willful making of any false statement as to a material fact in the application for license or permit; or
      (4)   Failure of the licensee for any cause whatsoever to operate and maintain a place of business at the location and on the premises pursuant to the purpose for which the license was issued.
   (G)   To make, adopt, promulgate, alter, amend, repeal, and enforce any reasonable rules and regulations as may be deemed necessary by the Commissioner, for the performance of the duties herein provided and the enforcement of the provisions of this chapter and the Liquor Control Act being ILCS Ch. 235, Act 5, and the rules and regulations thereunder;
   (H)   To require the filing of plans, drawings, and photographs with the Commissioner showing the view into and the interior of any premises operating under a Class A, Class B, Class C, Class D, Class E, Class F, Class J or Class K license prior to construction or remodeling thereof; and
   (I)   To appoint, reappoint and remove up to 2 Deputy Liquor Commissioners and assign to such Commissioner those responsibilities as the Liquor Commissioner deems appropriate, so long as not inconsistent with the provisions hereof.
