§ 94.002 CONSTRUCTION.
   It shall be unlawful to construct or lay any pavement on any public street, sidewalk, alley or other public way, or to repair the same without having first secured a permit therefor. Applications for such permits shall be made to the Superintendent of City Services, and shall state the location of the intended pavement or repair, the extent thereof, and the person or firm who is to do the actual construction work. Superintendent of City Services shall notify the City Council of each permit issued. Where the abutting lot owner, or owners, desires the replacement of a sidewalk and the Building Inspector certifies that the replacement is necessary, the city shall pay up to $1 per square foot only for the sidewalk replacement, providing the abutting owner pays the balance of the cost. This cost shall be subject to specifications submitted to the Superintendent of City Services and approved by him or her before the work is commenced, and the improvement shall be advertised for bids if the cost of the improvement requires public bidding in accordance with law.
