§ 33.90 CREATION; MEMBERS; AUTHORITY.
   (A)   There is hereby established the Diversity and Inclusion Commission, whose purpose shall be to foster diversity and a spirit of inclusivity in the City of Montgomery, Ohio, recognizing the importance of all persons of color, of differing faiths, from different cultures, of sexual orientation and of gender identity. The mission and purposes of the Commission shall be carried out through education and information-sharing with the public concerning the importance of diversity and inclusion within the Montgomery community.
   (B)   The Diversity and Inclusion Commission shall consist of seven members who shall be residents of the city appointed by City Council to serve three-year staggering terms commencing February 1 in the appropriate year of appointment. Vacancies to the Board shall be filled by the City Council for the unexpired term in a manner in which the original appointments were made. Additionally, the City Council shall appoint from time-to-time additional advisory members, each of whom shall be appointed for a two-year term. These additional advisory members are not required to be residents of the city, but shall provide for the diversity of the Commission and support the Commission's initiatives. With the enactment of this subchapter, the initial seven members shall be appointed for the following terms, which thereafter such succeeding term shall commence February 1 in the appropriate year of reappointment and continue for a period of three years.
      (1)   Four persons shall be appointed for a term commencing February 1, 2022, who shall serve until January 31, 2024.
      (2)   Three persons shall be appointed for a term commencing February 1, 2022, who shall serve until January 31, 2025.
   (C)   The Diversity and Inclusion Commission shall hold regularly scheduled meetings at announced times. The quorum for any meeting shall consist of at least four members. At its initial meeting after the effective date of this section, the Commission shall select a Chair, Vice-Chair and Secretary. Thereafter, a Chair, Vice-Chair and Secretary shall be selected at the first meeting in February of each successive calendar year to serve until the following year organizational meeting. The Commission shall establish its own rules of procedure and it shall keep a record of its proceedings in all matters coming before it.
