(A) The owner or person in charge of every dog, except guide dogs for blind individuals, shall be responsible for the immediate removal of any feces deposited by his or her dog or dogs on property, public or private, not owned or possessed by such person who is the owner or person in charge of such dog or dogs.
(B) No person, being the owner or person in charge of any dog except guide dogs for blind individuals, shall fail to immediately remove feces deposited by his or her dog or dogs on property, public or private, not owned or possessed by such person who is the owner or person in charge of such dog.
(C) Any violation of this section shall be a minor misdemeanor punishable by a fine not to exceed $150 exclusive of the cost of court.
