(A) To promote safety or the efficient movement of traffic the City Manager may establish regulations governing parking on the streets and highways and on public parking lots in the municipality which do not contravene the regulations contained in this chapter. The Manager may eliminate parking or limit the hours of parking in designated areas, prescribe additional rules for parking, and mark or post a warning of municipal parking regulations as he deems appropriate.
(B) Notwithstanding provisions of division (A) hereof, the City Manager shall not modify existing regulations governing parking on Montgomery Road between Cooper Road and Remington Road without the approval of the council.
