§ 75.56 HORSE-DRAWN CARRIAGE STANDS.
   (A)   No person shall park or allow to stand a horse-drawn carriage anywhere within the city except where designated by the City Manager. The City Manager shall designate on an individual basis the location of space and the times of use for horse-drawn carriage parking stands. The driver of a horse-drawn carriage shall remain on or beside the carriage when parked or standing at a horse-drawn carriage stand.
   (B)   The driver of a horse-drawn carriage shall not stop such carriage upon any street at any place for the purpose of loading or unloading passengers other than at a designated horse-drawn carriage stand or predetermined location where a safe entry or exit from the carriage can be made other than in the case of an emergency.
   (C)   All horse-drawn carriage stands shall be continually maintained by the driver and/or operator, clean and free of any litter or animal refuse. Each carriage stand shall be equipped with waste receptacles for the storage of litter, debris and animal waste. Each container shall have an appropriate lid or other method to seal tight such container when any litter, debris or animal waste is placed therein. It shall be the responsibility of the carriage stand operator to remove any litter, debris or animal waste from the carriage stand site each night at the close of operations. Disposal of litter, refuse or animal waste is not permitted in any city container or commercial container within the city other than such commercial container owned or maintained by the horse-drawn carriage operator.
