No license to operate any horse-drawn carriage shall be issued or renewed by the City Manager, and no person shall operate a horse-drawn carriage upon the streets of the city, or permit such carriage to be operated upon the streets of the city, unless and until the applicant shall present to the City Manager a copy of a policy of liability insurance issued with a minimum combined single limit of $500,000 for bodily injury and $250,000 for property damage. The policy of insurance shall be reviewed by the Law Director as to sufficiency and form. The policy of insurance shall be valid and effective for the same period of time for which the license is issued. At any time during the period the license is issued, the City Manager may request evidence that such policy of insurance remains in full force and effect.
