§ 75.53 LICENSING RESTRICTIONS.
   No person, either as owner or agent, employee or driver for, or lessee of, shall operate or be permitted to operate any horse-drawn carriage upon the public streets of the city unless:
   (A)   The proper license has been issued to the owner thereof, such license is in full force and effect, and such license is in the possession of the carriage driver and displayed upon request; and
   (B)   Such operation is upon an approved route and during approved times as established by the City Manager in granting the carriage operator's license.
