(A) There is hereby established the Environmental Advisory Commission whose purpose shall be to provide education and information to the public and to be a resource for the city administration and City Council on environmental issues such as yard waste, recycling, storm water management, water resources management, air pollution control, noise pollution control, soil and landscape protection, and protection of flora and fauna.
(B) The Environmental Advisory Commission shall consist of seven members appointed by Council to serve three-year staggered terms commencing February 1 in the appropriate year of appointment. Vacancies to the Commission shall be filled by Council for the unexpired term in the manner in which the original appointments were made.
(C) The Environmental Advisory Commission shall hold regularly scheduled meetings at announced times. The quorum shall be four members. At its first meeting each February it shall organize, selecting its Chair, Vice Chair and Secretary. The Commission shall establish its own Rules of Procedure and it shall keep a record of its proceedings and all matters coming before it.
(D) With the adoption of this section, the Commission shall be organized as follows:
(1) The term of three current members of the Commission, as designated by Council, shall continue until January 31, 2007;
(2) The term of two current members of the Commission, as designated by Council, shall continue until January 31, 2008;
(3) The term of two current members of the Commission, as designated by Council, shall continue until January 31, 2009; and
(4) After the initial terms have concluded, each successive term shall be three year, staggered terms.
(5) Members shall be eligible for reappointment.
(E) All current Commission members’ offices shall be adjusted to reflect the ending term date January 31 in the calendar year in which their current term ends. As a result, those members appointed with the term ending in calendar year 2018 shall have their term of office end January 31, 2018. For those members appointed with a term ending in calendar year 2019 shall have their term of office end January 31, 2019. Those members appointed with the term ending in calendar year 2020 shall have their term of office end January 31, 2020.
