(A) The Sister Cities Commission shall plan for and maintain productive Sister City relationships with foreign communities approved by the City Council. It shall establish programs and exchanges and promote relationships that will tend to improve international understanding between governments and their citizens. It shall propose programs, submit an annual budget, supervise such undertakings as are authorized by City Council and report its progress annually.
(B) The Sister Cities Commission shall consist of seven members who shall be appointed by Council to serve for three year, staggered terms except that vacancies shall be filled for any unexpired term in the manner in which original appointments were made. Members shall be eligible for reappointment. No more than three members of the Sister Cities Commission shall be non- residents of the city.
(C) The Commission shall elect its own Chair and may adopt its own rules and regulations for the conduct of its business.
(D) All current Commission members' offices shall be adjusted to reflect the ending term date January 31 in the calendar year in which their current term ends. As a result, those members appointed with the term ending in calendar year 2018 shall have their term of office end January 31, 2018. Those members appointed with a term ending in calendar year 2019 shall have their term of office end January 31, 2019. Those members appointed with the term ending in calendar year 2020 shall have their term of office end January 31, 2020.
