(A) Notice of examination. Notice of competitive entrance examination (open to persons employed in the civil service and to those who have not been so employed) shall be given by advertisement in a newspaper of general circulation in the city and by posting notices conspicuously in the offices of the City, and elsewhere as may be deemed advisable, not less than two weeks prior to the date for such examination. This notice requirement may be waived in the case of special examinations for positions when there is substantial difficulty in obtaining qualified applicants. This does not dispense with the requirement to conduct appropriate appointment examinations.
(B) Personal application. All applications shall be completed and filed with the offices of the city no later than the date specified in the announcement of the examination. Assistance shall be given to any disabled persons who may require physical assistance in completing the application for examination.
(C) Citizenship. The city is required to verify the identity and employment authorization for all employees consistent with the I-9 Employment Eligibility Verification requirements of the U.S. Department of Homeland Security.
(D) Age requirements. Consistent with applicable law, giving consideration to appropriate age and disability restrictions, the Commission may establish maximum and minimum age limits for each examination. The Commission may accept applications of persons under the minimum age limit if in their judgment the eligible list will not be posted before such applicant shall reach the minimum age limit. An applicant will be deemed to be within the age limits for an examination if he or she is within the age limits any time within the month in which the examination is held.
(E) Educational requirements. The Commission may establish general or specialized educational requirements for open competitive examinations.
(F) Rejection of application. The Commission may reject any application for cause, among which the following shall be sufficient:
(1) The applicant lacks any of the minimum qualifications;
(2) The applicant is not within the prescribed age limits;
(3) The applicant does not meet the bona fide occupational qualifications required of the position to which he or she seeks appointment;
(4) The applicant has been convicted of a crime of disgraceful conduct, or the applicant has been dismissed from previous employment for flagrant delinquency or misconduct;
(5) The applicant has made a false statement in his or her application with regard to any material fact;
(6) The applicant was previously in the classified service in the same or any other type of employment and was removed for cause and did not resign in good standing;
(7) The applicant, after notification, did not promptly present himself or herself at the time and place designated for the examination;
(8) The applicant is otherwise ineligible for the examination as provided herein.
(G) Postponement and/or cancellation of examinations. Any examination may be postponed or cancelled at the discretion of the Commission. In any such case, each applicant shall be notified of the postponement or cancellation and any action by the Commission as a result of such postponement or cancellation and the reason therefore.
(H) Fees. The Commission may charge a nominal fee to any examinee, such fee to be appropriate for the cost incurred by the Commission to conduct such an examination. Fees may be waived by the Commission at any time upon application for financial hardship. Such hardship shall not be considered by the Commission in weighing the merits and fitness of an examinee.
