(A) From time to time, the Civil Service Commission shall adopt a classification plan setting forth a job description for each position within the classified service.
(B) Reclassification of positions. Whenever a new or revised classification is approved by the Council, the Commission shall determine whether there is currently an employee fulfilling that classification whose position shall be reclassified to the new title without further examination, or whether an examination shall be required to fill the new position.
