§ 33.16 ORGANIZATION AND DUTIES.
   (A)   Officers. The Civil Service Commission shall consist of three members appointed by Council for three year terms, pursuant to the Charter. Biennially, upon the appointment of a new member or the reappointment of a current member at the expiration of his or her regular term, the Commission shall meet to elect a Chair and Vice-Chair. These members shall serve in that capacity through the remainder of the biennial term. (The term of office would be changed to three years if the proposed Charter change is accepted.)
   (B)   Civil Service Secretary. The Commission shall appoint a Secretary who may or may not be a member of the Commission. Subject to the approval of the Commission, the Secretary shall be responsible for assuring the scheduling of examinations, oversight of examinations, certifying the eligible list, and recording the official records of the Commission. The Secretary, with the direction of the Chair, shall set the agenda and record the proceedings of the Commission.
   (C)   Official signatures. The Chair of the Commission, or in his or her absence or incapacity the Vice-Chair, with the Secretary together shall sign the minutes and other official acts of the Commission.
   (D)   Powers and duties of the Commission. The Commission shall direct the administration and enforcement of the state Civil Service law, City Charter, and city ordinances relative to the Civil Service and such other rules as may be adopted by the Commission governing its procedures consistent with these laws.
