Organic waste generators, haulers and other entities that are subject to the requirements of SB 1383 and the SB 1383 Regulations and the city’s authority shall fully comply with all applicable requirements of SB 1383, the SB 1383 Regulations, this chapter, and the provisions of any franchise agreement between the city and a franchised hauler in effect. In the event of a conflict between the provisions of this Chapter 8.46 and other provisions of this code, the provisions of this chapter shall control. In the event of a conflict between the provisions of the SB 1383 Regulations and the provisions of this chapter, the SB 1383 Regulations shall control.
